I am going to call the State Monday for clarity, but since they are not available until Monday thought I would ask you. There are several reasons a claim could have been made, such as shoddy work, failure to finish a job, failure to pay for supplies, etc... The surety company holding the bond investigates when a claim is made on the bond. They decide if the claim is valid or not and in the case you mention, it sounds like they found the claim not to be valid. Sounds like you are on the correct course in finding out what the claim is about. The state may refer you to the surety company holding the bond, if they do not have the claim information on record. If that claim is determined to be valid depends on many factors such as the details of the contract you signed, etc. To file a claim against the dealership, you first need to find out who bonded the dealer. Then you can call the surety bonding company's claims department and file a claim with them. If a victim sues notary for $50 million dollars and the notary is found liable after trial, and they have a $15,000 surety bond, does the surety bond pays the victim $50 million and then goes after the notary for the repayment? Or does it mean the surety bond pays the victim $15,000 and the victim is told to pound sand for the remaining $49,985,000? How is the victim made whole if it only costs the notary $15,000?

The obligee is the entity requiring the business to have a surety bond. Typically, this is a government department in charge of licensing. When you've identified the surety company, you may contact their claims department to file a claim against the bond.
