You can give but bohot less chances hote ki app ko interview slot mile without having previous ICU and OT experience.Yaha akke app internal vaccancy ke through jiss speciality apka interest hai apply kar sakte ho. So initially jaha mile waha accept karle kyuki abhi waise hi recruitment less chal rahi hai.

For me it didn't take much time I think within 2-3 weeks but the current situation is different because of the delayed recruitment process taking prolonged time to come.
