NY smog checks are worse. You have to deal with safety inspections as well. Sometimes you get an overzealous referee who will fail your car because he had a bad day.
Sounds like my first driving test. I went in with little brother, the dude failed both of us! Same day. Next time I went back in for another test, I got the dude with the nice pinstripe suit, and the coffee cup test... yes THAT TEST Although I felt bad, because it was in October, my dog was shedding horribly, messed his coffee and his suit up, he was cool, he said I don't understand how that other instructor failed you, you're a very good driver, Miss. PASSED on the spot. I think the other due was being a tool.... IMHO
And the crazy irony is Phoenix/Tucson metro areas here in Arizona are now stricter concerning smog checks, as in all 1967+ vehicles have to go through them, yet anything older than 1975 in Calif's now exempt from any sort of mandated test(!). Rural Az, where I live, has no sort of emissions testing at all.
My car is non-op now. But when it was working before my psycho neighbor took out the back tire with a power tool and another went flat, I paid a Mexican guy $150 for a smog check, goran.
So I work in California but I live in NY, I have a car here in SoCal but I want to buy a car and leave it at my house in NY so I can use it when I visit. This video seems very helpful to me, I'd be able to have my second car in NY without worrying about driving it or shipping it back to California for a rubbish smog check. Cool.
I had a truck in NY for many years with CA plates. I didn’t need CA smog and I didn’t need the annual NY safety inspection either. Just make sure when you get pulled over to show your CA license and say you live in CA and only visit NY or else you’re in trouble.

I would rather register my car out of state and either get the license plates from Nevada or Baja California, Mexico Then I could act like a tourist while having more freedom at early retirement. For months, If not years......... I've seen the same people, driving around with the same cars, with the same out of state plates, cruisin' around like it's nothing and the local cops or CHP don't even do a thing about it in my area. Even some people from Washington state have registered their cars out of state in Oregon, Idaho, or Nevada because the cost of registration is expensive in Washington state. It's not just the smog restrictions that has drivers gone hothead...... It's the registration costs that puts America on Cheapskate Mode. I don't blame anybody for having to register their cars out of state since it's Caca-fornia's fault and Washington state's fault for increasing costs in the first place.
I don't get it. The "Statement of Facts" document, at the "box B" is in a section related to transfer of title to someone outside of California -- such as to sell the car to someone outside of California. I want to keep my car. I actually will be outside of California, but traveling all over the place. The State of California will not let me have a car registered in CA if I don't pass smog with it. I will have to register outside of California, even though I live in CA. Weird, but that is the way it has to be. I will register at my sister's ranch in Oregon. Going to cost me like $350 to do that. Would cost me $1,500 in repair fees to get a 2 year pass in CA. Will need like $3K in smog work to pass in CA. I guess $350 in Oregon is the path of least resistance. Sucks.
You have to repair your car anyways. When you get pulled over make sure your car registration and driver’s license addresses match or else you get a ticket and get forced to switch to CA registration.
To your second workaround: You can rent a UPS box space, and use their address and your box # as if it were an apartment for a passable CA DMV address.
Fair warning, there are now checks in place to bypass both of these workarounds and cars get pinged for investigation if using a no-smog county PO Box. Best of luck.

This is the biggest scham of all. There are government and MANY other types of exemptions, Then to pay the yearly HUNDREDS of dollars depending on the type and value of your car! A huge money pot for Californias congested and neglected roadways!

There are ALPR cameras run by government/law enforcement everywhere. They will know when you entered the city limits and exited the city limits. So they know the car is in California if you drive it in any urban area. You literally can't avoid the cameras no matter how hard you try except for leaving the car in the garage.
Yup the day I got caught, they had a whole stack of pictures of my BMW, connecting me to multiple races, sideshows, anything they could find. It was ridiculous, I got a great lawyer and got let off easy. Everytime someone called in a red BMW if they had a camera in that cross section I was caught, the cracked down got some of my friends too, it spanned multiple counties in CA, from Bay area to San Joaquin Co to Stanislaus Co and Sacramento Co. It was a mess, a bunch of buddies are still recovering from that and it was years ago. It ain't no joke.

They went through social media, cameras, used under cover police, everything. When I got caught I got caught street racing, my car had been under investigation for a while and have been evading them for a while, they couldn't act on it because they didn't have a clear picture of my license plate and I had been caught on camera in like 4 different counties, many of the pictures were a reach with different cars that weren't mine, so they couldn't blame me for everything and once some of their actual evidence was found to be not reliable then the case was thrown out and I was just fined and my license was taken for a few years until I did mandatory classes. This was like 6 years ago btw, it seems that the police eased up on that and not many side shows as acouple years ago, I wouldn't know tho I'm no part of that much anymore, grew up and had kids, I guess. Many people got way worse with jail time and or fines in the 5 digits and their cars being destroyed ect.

@@TWIRKNOLOVE 08 335i, some turbo work, tune, some pipe work too. Nothing crazy but I liked to race and it was quick off the line giving V8s a run for their money. Yeah it was in Bay Area, Stockton and Sacramento area. Side shows got real out of control at that time in Oakland, Vallejo and Hayward at that time, even stopping the San Francisco Bridge to do donuts and the Sacramento freeway. It was wild tbh but that's why they got tough on the car scene, all the car crews were ruthless and didn't care about the cops. Soon after we started getting helicopters on us and swat trucks blocking us and it turned into a game of chicken. I specifically remember ome time gassing it on Sacramento I80 freeway and looking to my left and seeing the helicopter spot light on my friends supercharged 5.0 two lanes over while a group of 10 of us were making a run for it all going the same direction. Anyways that shit was unresponsible as fuck and we all learned our lesson, acouple people fell through the cracks and others served real time in jail for endangering the public. Like most people out here they kept doing it or just do it on the low now. Unfortunately my BMW was hit by a drunk driver one summer night 2 years ago at a stop sign, I wasn't in it, it was parked but dude ran the stop sign in a 90s Tahoe and my little red BMW that I worked my sweat blood and tears to get was gone, just like that, that happened in a corner store in Stockton. It was legal for me when I had my California registered Truck permanently located in New York. Used it there every time I visited NY. After I brought it back to CA many years later I had to smog it again as soon as Incame back with it to CA. 100% legal or else DMV would not offer this.

unfortunately, california is just getting harder and harder to drive modified street cars...if you're like me and have a good paying job(registered nurse). The easy way out is buy a duplicate car of your modified car and keep that duplicate stock....just swap plates and all the jiffy. Insurance only thinks you have 1 car but you actually have 2. Yes there's a risk to this like vin numbers and all that....just swap them over(yes thats illegal, but they cant prove you did it). Everything comes with a price...or move out of California.

Easy. If the local post office will not deliver mail to you directly because you live in the boonies, they are required by law to give you a post office box free of charge. You only need to complete a form at the post office and show them proof of your address (like a utility bill or something like that). When you complete the DMV form, you write down your residence address AND your PO Box mailing address. This will cover you. I've been doing this for decades.
In Nevada if your car is 40 years or older it's considered a 'Old Timer' $10 for the plate, $37 for the registration, smog laws apply in certain counties however. Kalifornia is s police state, put your mask on, and get back in your hole......
You're not quite accurate on the disallowance of PO Boxes. There are plenty of small towns and counties in California that don't have what's called 'home delivery', which means you can only use a PO box. The local Dungeon of Muleheaded Vampires is aware of this and will not give you a ration of crap about it.
Californian here. 2013 Jeep would not pass smog from 2014- 2018. Finally it's issues works itself out on its own. Recently got a 2009 GMC Sierra that I can't manage to get to fuel trim to normal specs... 3 weeks until D day... This one may need to get registered in Nevada until it sorts itself out also. The smog regulations for OBD2 is complete horseshit... And every liberal in the media makes this program seem as it is testing the tailpipe... It’s a great and reliable video. Was facing this kinda issue back then with my emission test so I had to look for a way, which was how I came across Stray Admin who has got years in experience of helping lots of citizens pass they’re Smog test too.
He gets your paperwork’s set and ready to the point where you don’t need the test anymore and that was a trill for me, never went through emission test

What is legal in one state is illegal in another. Remember cop cars constantly scan license plates and notate time/date/location/etc And it gets reported to a database both state and federally where DMV and other motor agencies of your state has access to. Just take a trip for a week during registration time and process it while being outside the state. It will just be delayed or exempt.
Btw, they scan so fast that even if you are going 180mph it will still be able to read and report to database. Unless you have it parked for a whole month inside your garage, it will be hard for it to work. City cameras are found to be doing the same thing (apparently their excuse is to catch amber alert vehicles or fugitives or use in an event of a crime) all of which I find the most public cases shown but they can still use those cameras too to find if you had it parked. If there is a big issue, or they see this video(highly likely now that they have a social media officer division) you will be in a lot of trouble. Specially if you are condoning or promoting illegal behavior as the creator of this video and not disclaiming that he is not a lawyer and it is not advice and you should consult a lawyer before, the maker of this video could get sued by anyone found guilty and he could face charges.

They made changes to county exempt...now some certain zip codes within an exempt county are required to smog check. I guess the pollution ratios vary from downtown L.A. compared to Needles, CA. however, once the wind blows...all counties are sniffing the blended pollution all the same and in just a few hours, it's all moved to Arizona and Nevada. Many of us fail to see the need for smog checks every two years especially when the vehicles are with the same owner, same locations for decades. If they pass the first few times, they should be exempt and only require a check after a 10 year period if the same person still owns them. For those who change cars like they would a pair of jeans, it won't matter much since they are subject to reg and transfer fees galore anyway. 2% license plate fees ("personal property tax") are just a disguise for an unjustified tax. If the state were taxing personal property, they'd tax on furniture, tools and other items. Most other states don't but in CA, the blue dems must have their satisfaction and relief they can use larceny against the public to pay for their Government issued credit cards, state provided vehicles and fuel and on and on. In Florida, its $30 a year for any vehicle tag and no smog checks.
Or just have a hookup. Have your hookup pass visual inspection, and tune your car close to stock as possible. Although they dont use the sniffer anymore, they go by ECU. Dont know if it will show that it has been tampered with.. or just have a saved stock file and your hookup can do his thing
Ricky Ticky i started working in a smog shop last weekend, so basically, we do the obd2 check first, and if your cats and sensors are still there, then we do the visual test, looking for o2 sensors, cats, egr, (it’s different for every car but that’s the general list). We also check if their cat looks aftermarket.

Delete your cat and put a pipe with flanges in its place. Put flanges on the cat you cut off as well. When it is time to smog, just put the cat back on.

I registered my car at my friends house who is in a smog exempt city. So my address on my drivers license is different than my address for my car registration, however they are both in california. Do you know if I will be hassled by the cops if they see the addresses dont match? Cant i just say I used to live at my friends and registered my car there?
I had a PO Box on my CA. Drivers license for 6 years before they caught on to it. And No the registration address doesn't need to be the same as your DL.

The "Statement of Facts" document, at the "box B" is in a section related to transfer of title to someone outside of California -- such as to sell the car to someone outside of California. I want to keep my car. I actually will be outside of California, but traveling all over the place. The State of California will not let me have a car registered in CA if I don't pass smog with it. I will have to register outside of California, even though I live in CA. Weird, but that is the way it has to be. I will register at my sister's ranch in Oregon. Going to cost me like $350 to do that. Would cost me $1,500 in repair fees to get a 2 year pass in CA. Will need like $3K in smog work to pass in CA. I guess $350 in Oregon is the path of least resistance. Sucks.

Another way I am thinking is to use a UPS box in south dakota. Get a drivers license and plates from that state, no inspections required.

There are ALPR cameras run by government/law enforcement everywhere. They will know when you entered the city limits and exited the city limits. So they know the car is in California if you drive it in any urban area. You literally can't avoid the cameras no matter how hard you try except for leaving the car in the garage.
Yup the day I got caught, they had a whole stack of pictures of my BMW, connecting me to multiple races, sideshows, anything they could find. It was ridiculous, I got a great lawyer and got let off easy. Everytime someone called in a red BMW if they had a camera in that cross section I was caught, the cracked down got some of my friends too, it spanned multiple counties in CA, from Bay area to San Joaquin Co to Stanislaus Co and Sacramento Co. It was a mess, a bunch of buddies are still recovering from that and it was years ago. It ain't no joke.

They went through social media, cameras, used under cover police, everything. When I got caught I got caught street racing, my car had been under investigation for a while and have been evading them for a while, they couldn't act on it because they didn't have a clear picture of my license plate and I had been caught on camera in like 4 different counties, many of the pictures were a reach with different cars that weren't mine, so they couldn't blame me for everything and once some of their actual evidence was found to be not reliable then the case was thrown out and I was just fined and my license was taken for a few years until I did mandatory classes. This was like 6 years ago btw, it seems that the police eased up on that and not many side shows as acouple years ago, I wouldn't know tho I'm no part of that much anymore, grew up and had kids, I guess. Many people got way worse with jail time and or fines in the 5 digits and their cars being destroyed ect.

@@TWIRKNOLOVE 08 335i, some turbo work, tune, some pipe work too. Nothing crazy but I liked to race and it was quick off the line giving V8s a run for their money. Yeah it was in Bay Area, Stockton and Sacramento area. Side shows got real out of control at that time in Oakland, Vallejo and Hayward at that time, even stopping the San Francisco Bridge to do donuts and the Sacramento freeway. It was wild tbh but that's why they got tough on the car scene, all the car crews were ruthless and didn't care about the cops. Soon after we started getting helicopters on us and swat trucks blocking us and it turned into a game of chicken. I specifically remember ome time gassing it on Sacramento I80 freeway and looking to my left and seeing the helicopter spot light on my friends supercharged 5.0 two lanes over while a group of 10 of us were making a run for it all going the same direction. Anyways that shit was unresponsible as fuck and we all learned our lesson, acouple people fell through the cracks and others served real time in jail for endangering the public. Like most people out here they kept doing it or just do it on the low now. Unfortunately my BMW was hit by a drunk driver one summer night 2 years ago at a stop sign, I wasn't in it, it was parked but dude ran the stop sign in a 90s Tahoe and my little red BMW that I worked my sweat blood and tears to get was gone, just like that, that happened in a corner store in Stockton. It was legal for me when I had my California registered Truck permanently located in New York. Used it there every time I visited NY. After I brought it back to CA many years later I had to smog it again as soon as Incame back with it to CA. 100% legal or else DMV would not offer this.

unfortunately, california is just getting harder and harder to drive modified street cars...if you're like me and have a good paying job(registered nurse). The easy way out is buy a duplicate car of your modified car and keep that duplicate stock....just swap plates and all the jiffy. Insurance only thinks you have 1 car but you actually have 2. Yes there's a risk to this like vin numbers and all that....just swap them over(yes thats illegal, but they cant prove you did it). Everything comes with a price...or move out of California.
Homeless people with no fixed address cannot get a driver's license either. The DMV will not allow post office boxes for driver's licenses.

Easy. If the local post office will not deliver mail to you directly because you live in the boonies, they are required by law to give you a post office box free of charge. You only need to complete a form at the post office and show them proof of your address (like a utility bill or something like that). When you complete the DMV form, you write down your residence address AND your PO Box mailing address. This will cover you. I've been doing this for decades.

In Nevada if your car is 40 years or older it's considered a 'Old Timer' $10 for the plate, $37 for the registration, smog laws apply in certain counties however. Kalifornia is s police state, put your mask on, and get back in your hole......
You're not quite accurate on the disallowance of PO Boxes. There are plenty of small towns and counties in California that don't have what's called 'home delivery', which means you can only use a PO box. The local Dungeon of Muleheaded Vampires is aware of this and will not give you a ration of crap about it.

Recently got a 2009 GMC Sierra that I can't manage to get to fuel trim to normal specs... 3 weeks until D day... This one may need to get registered in Nevada until it sorts itself out also. The smog regulations for OBD2 is complete horseshit... And every liberal in the media makes this program seem as it is testing the tailpipe... It’s a great and reliable video. Was facing this kinda issue back then with my emission test so I had to look for a way, which was how I came across Stray Admin who has got years in experience of helping lots of citizens pass they’re Smog test too.
All I had to do was just to hit the RUclips search icon and type in Stray Administration, he popped right after.

Remember cop cars constantly scan license plates and notate time/date/location/etc And it gets reported to a database both state and federally where DMV and other motor agencies of your state has access to. Just take a trip for a week during registration time and process it while being outside the state. It will just be delayed or exempt.
Btw, they scan so fast that even if you are going 180mph it will still be able to read and report to database. Unless you have it parked for a whole month inside your garage, it will be hard for it to work. City cameras are found to be doing the same thing (apparently their excuse is to catch amber alert vehicles or fugitives or use in an event of a crime) all of which I find the most public cases shown but they can still use those cameras too to find if you had it parked.
If there is a big issue, or they see this video(highly likely now that they have a social media officer division) you will be in a lot of trouble. Specially if you are condoning or promoting illegal behavior as the creator of this video and not disclaiming that he is not a lawyer and it is not advice and you should consult a lawyer before, the maker of this video could get sued by anyone found guilty and he could face charges.

They made changes to county exempt...now some certain zip codes within an exempt county are required to smog check. I guess the pollution ratios vary from downtown L.A. compared to Needles, CA. however, once the wind blows...all counties are sniffing the blended pollution all the same and in just a few hours, it's all moved to Arizona and Nevada. Many of us fail to see the need for smog checks every two years especially when the vehicles are with the same owner, same locations for decades. If they pass the first few times, they should be exempt and only require a check after a 10 year period if the same person still owns them. For those who change cars like they would a pair of jeans, it won't matter much since they are subject to reg and transfer fees galore anyway. 2% license plate fees ("personal property tax") are just a disguise for an unjustified tax. If the state were taxing personal property, they'd tax on furniture, tools and other items. Most other states don't but in CA, the blue dems must have their satisfaction and relief they can use larceny against the public to pay for their Government issued credit cards, state provided vehicles and fuel and on and on. In Florida, its $30 a year for any vehicle tag and no smog checks.

If you have someone who will ignore the visual and you have no cel you are good. If the sensors don't show problems you pass
Ricky Ticky i started working in a smog shop last weekend, so basically, we do the obd2 check first, and if your cats and sensors are still there, then we do the visual test, looking for o2 sensors, cats, egr, (it’s different for every car but that’s the general list). We also check if their cat looks aftermarket.

I registered my car at my friends house who is in a smog exempt city. So my address on my drivers license is different than my address for my car registration, however they are both in california. Do you know if I will be hassled by the cops if they see the addresses dont match? Cant i just say I used to live at my friends and registered my car there?
It will work for a very short time . Then they will force you in for a inspection and that plan will fall apart
I had a PO Box on my CA. Drivers license for 6 years before they caught on to it. And No the registration address doesn't need to be the same as your DL.

Usually you can find them on the body frame
If I remember right, they had them stamped onto the frame in the front wheel area. Forgot if it was left or right side.

I have a friend who lives in Texas and is willing to let me use his address. If I list his address in the statement of facts. Will I be exempt from a smog check so I can get my tags ? Also would I have to fill out the statement of facts every 2 years?
CA will tell you to register it in TX at some point unless the car returns to CA often enough
