It means they could choose river but still use the other two. As long as it isn't directing them towards the other team, a neutral doesn't do anything really.

I feel like I drove myself into a corner. 5th Game: Clue 1: "Vigilante 3" for Hood, Purse.... and Moses because he led his people. Clue 2: "Legs 3" for Spider, Dance, and Jumper (I'm taking a leap of faith on this one) Clue 3: "Thermometer 2" for Fever and Record. (It kind of records temperature/a high fever can be a world record?) Clue 4: "Tree 1" for Rubber Teo's team clutched it at the end.
