Roads arent that smooth at high speeds and there are turns and other things you cannot control which are big safety risks. High speed testing is done at oval speed rings like Nardo or salt flats
Ofcourse there are still peole who test their own sport cars top speeds on public roads, but those arent 600 km/h speed range. Even 300 km/h starts to feel bumby ride in BMW M5 on most motorways

Ehra-Lessien in Germany is better than Nardo. That has a nearly 10 km long straight. Supercars like Bugatti Veyron are usually tested on that.
