Honestly I've always seen it as "Mordecai is a pretty bad friend to Rigby but Rigby is an even worse friend to Mordecai", at least early on, in later seasons especially most of the episodes after the movie they grow and aren't nearly as bad friends to each other (To be fair some of this can definitely be attributed to Eileen, she definitely helped Rigby's character development a good bit which in turn helped Mordecai since Rigby started being a better friend and person overall when him and Eileen started chillin together lmao)
That's honestly what I love about Regular Show is the fact that Mordecai and Muscle Man were both a bit jerkish and Rigby is a complete asshole but everyone grew and become much better as the show went on, even characters who were already pretty good (Benson and Fives) or great (Skips and maybe Pops? I remember always liking him a lot even early on) from the start grew to be top tier later on (Though I feel High Fives Ghost kinda got the short end of the stick, it kind of felt like he was just, well, There. He was almost always with Muscle Man exclusively whereas we'd get episodes primarily Mordecai Focused (a good few of the romantic and/or chase the girl type episodes excluding the very few relating to Eileen and Rigby or MM and Starla), Rigby Focused (Wall Buddy, Jinxed, the episode I can't remember the name of where Rigby temporarily quits and works for a Moving Company, all the episodes where he's going back through Highschool), a few dedicated to Benson and his personal life and even some dedicated to Skips Muscle Man and Pops, meanwhile if I'm remembering correctly we only got at most 2 High Fives Ghost episodes)
At least as the series progressed Rigby matured as a person, and some time later Mordecai only had love problems and Rigby was there to support him. For example at muscle man's wedding

That's honestly what I love about Regular Show is the fact that Mordecai and Muscle Man were both a bit jerkish and Rigby is a complete asshole but everyone grew and become much better as the show went on, even characters who were already pretty good (Benson and Fives) or great (Skips and maybe Pops? I remember always liking him a lot even early on) from the start grew to be top tier later on (Though I feel High Fives Ghost kinda got the short end of the stick, it kind of felt like he was just, well, There. He was almost always with Muscle Man exclusively whereas we'd get episodes primarily Mordecai Focused (a good few of the romantic and/or chase the girl type episodes excluding the very few relating to Eileen and Rigby or MM and Starla), Rigby Focused (Wall Buddy, Jinxed, the episode I can't remember the name of where Rigby temporarily quits and works for a Moving Company, all the episodes where he's going back through Highschool), a few dedicated to Benson and his personal life and even some dedicated to Skips Muscle Man and Pops, meanwhile if I'm remembering correctly we only got at most 2 High Fives Ghost episodes)
They got mad at each other a lot but they still have a powerful friendship

They both got in the way of each other's interests for later in life, but the fact that Rigby did it because he wanted to spend time with his friend and didn't want to lose him, and Mordecai said that because he wished that Rigby could be the dumber friend so Mordecai can feel better about himself is a lot worse at least in my opinion. Rigby had a bittersweet reason for doing what he did, while Mordecai literally just straight up was envious of the fact that Rigby was trying to improve from all of the trouble he used to cause.

To be honest, Regular Show episodes including Jinx, Do Me a Solid, Wall Buddy, Temp Check, Death Punchies, Mordeby and Rigbecai, Expert or Liar, Video Game Wizards, Meat Your Maker, and Trash Boat do all show that Mordecai and Rigby did had a bad friendship and should've ended their friendship and gotten themselves new best friends instead.
It's one thing that best friends can argue and disagree with each other at times, but for them to act like cats and dogs and be toxic to each other overall is a completely different thing.
I always did thought Muscle Man and Hi five Ghost were a better best friend duo than Mordecai and Rigby.
