You'll need to be patient by the sound of things. 8 weeks till the diggers move in, then it's got to naturalise, then fish stock introduced which will need time to acclimatise. Could be 2 years before it's fishable.
Take it as a positive, the best thing you can do is leave a body of water for at least one year before stocking fish. Spend that time enriching the aquatic ecosystems so your carp thrive when they go in. Collect invertebrates, mussels, snails, shrimp & establish macrophytes and marginals as habitat for the 'carp food' populations to explode, before stocking fish.
Even if you're making huge improvements, you're always made to feel like "the enemy" of local residents and council. You jump through all the hoops...but.. still get the impression that PP is given "reluctantly". It shouldn't be that way.

A planting plan is normal for developments they want to know everything you plant where it will be and the environmental benefits. Most housing developments have to do this but don’t because the council don’t have the money to sue them after

Incredible (yet, sally, also totally believable) that water companies can legally - and pretty much instantly - pollute entire UK rivers with human sewage, yet it costs someone like you thousands of pounds and well over a year of your time to get permission to create a new wildlife ecosystem…

Reading your planning application, decision and consultations, I'm not sure I agree with your conclusion that you have been asked to do this due to a "one hundred page" response of your application. The objection I think you are referring to is making all of these demands/comments based on climate change and the Climate Emergency your local authority declared September 2019. Unless I am missing it, your Preliminary Ecological Appraisal doesn't specify a single species of plant, just that there are "no priority habitats on site". Demonising the locals & local authority is not necessary when all concerns appear legitimate.
