There's also the fact that he seems to be in grief of some sort. There's loads of alcohol bottles all over the house and a noose around his neck. The hole in his mask also looks more like a bullet hole than one that was cut there.
You're kind of right he is half human half monster he wears a sack over his head for protection so he doesn't become one of the viewers he also lives on a separate island far from the city so he doesn't become one.
So there a theory that the Hunter survived the shot because there was a door blocking and we just shot him at stomach so he would survive. I put all my belief because he the best boy ever.
