Actually no they uchiha were isolated after the ninetails attack because danzo and hiruzen suspected it was a uchiha behind the attack. Robb is right about the Uchiha issolation. They were named police force by the second, but they were moved after the 9 tails atack during Hiruzen's reign cause some people in the village bealived they were responsable for the attack (Sharingan is one of the only few ways of controling the 9 tails). It was probably Danzo's idea. The Uchiha being moved and blamed for the attack was the action that increased tensions between the Uchiha and the village, leading to the clan planning to take it and the village (Danzo) responding by aproaching Itachi to kill them all. All Tobirama is to blame for it's to not trust a clan so powerful and emotionaly unestable that liver next door and had been in war with his own clan for years.

FYI the databook states that lord third surpassed Tobirama at a young age. Remember he was personally trained by both Hashirama and Tobirama.
I think he did as well although the data book is not always correct to the anime. The reason being though is because hiruzen is literally 70. It was after his death that the Uchiha were moved further away from the village under the pretense of building a prison and have them close by it to monitor it.
The discriminatory actions towards them were initiated during Hiruzens time.

They were named police force by the second, but they were moved after the 9 tails atack during Hiruzen's reign cause some people in the village bealived they were responsable for the attack (Sharingan is one of the only few ways of controling the 9 tails). It was probably Danzo's idea. The Uchiha being moved and blamed for the attack was the action that increased tensions between the Uchiha and the village, leading to the clan planning to take it and the village (Danzo) responding by aproaching Itachi to kill them all. All Tobirama is to blame for it's to not trust a clan so powerful and emotionaly unestable that liver next door and had been in war with his own clan for years.

Funny thing is Rob is correct..after the 9tails attack when the 4th was alive..They did move the Uchia from the center of the village to the outskirts after cause they thought they was in on it..shit at that time, the WHOLE village thought it too...and Danzo even said.Well they be close too the training grounds now.... Thinking that would make it better..
