Jack this may blow your mind but Pac is talking about Stretch in the first verse, the same dude that rapped on 'Pain' 2pac suspected he flipped on him during that New York robbery (sold him out for money) 3rd verse he talking about the girl who accused him of rape (sold him out for money)
Back then there was no social media, no independent channels, to get the full story you had to just buy that album and get the blow by blow, we never had any lyrics to read back then, just had to rewind your CD to catch the lines
This is why so many people regard 2pac as one of the realest rappers because he put everything out there, good or bad, he covered it all in his music (another great reaction btw)

1st verse is for Stretch. He was on many 2Pac tracks like pain. He betrayed 2Pac and was behind the set up at quad studios. 2nd Verse is likely for Biggie & the 3rd for the girl who accused him of rape. Overall great song. The lyrics and beat were fire. The whole Damn album is greatly produced form the 1st song to the last.

From what I understand the 1st verse was about a friend that betrayed him, who gave the step-by-step whereabouts of Tupac to the quad studio robbery. The 'friend' walked Pac into the Quad trap, essentially.
The friend Big Stretch murdered a year to the date after the Quad robbery. Maybe karma, coincidence, dunno. They said it was a drug related death.
It was his New friend's like Pac said on Against All Odds them who shot Pac at quad studios, Jimmy Henchman, Haitian Jack.

He was talking about biggie because he was Biggie's friend and Biggie slept on Tupac's couch when he was trying to get into the industry. Biggie was still struggling and pac was putting money in his pocket and looking out for him. Until the incident in New York in the recording studio where pac got shot coming out of the elevator five times. That's when someone told Pac biggie had something to do with it but I don't believe biggie had something to do with. Pac had people in the streets who were telling him different

Rummor has it stretch ssold 2 pac out to the NY dealers for a Quarter brick and set him up in the 94 Quad studios. Stretch was with 2 pac the day 2 pac was shot. 2 pac was mad at streach because stretch and he's crew we're 2 pacs security when 2 pac was in NY, and they always practice on what to do if they got Robbed this is according 2 pacs brother he talk about this in a interview but that day not only did streach and he's security crew didn't do anything and froze, when they saw 2 pac was goin for he's guns. Basically they didn't help.it was 3 against the two robbers. Also one of the outlaw said in an interview that 2 pac told him he tough it was suppicious that stretch keep asking 2 pac to give him twins meaning he's two gun before they arrive at Quad studios. Streach wanted to hold hold 2 pac guns. Because stretch knew 2 pac was goin to use them to defend him self in the robbery. A year later after the Quad studios shooting stretch got murdered.

The first verse was about Stretch, a NYC gangster affiliated with Pac, who also rapped on "Pain," and was later killed.
The second verse he touched on being shot but didn't name names.
Edit : I believe Stretch was already killed when Pac recorded this. Apparently doing Tupac's rape case w/ Haitian Jack, Stretch went against Pac & sided with those involved in Pac's shooting. Complicated turn of events.
It was recorded before Stretch was killed but came out after because All eyes on me was recorded in 2 weeks when Pac came out of jail.
