When you select the above department cell D1 also F4 (just to free the row number not the column it should go on like D,E, and so on) otherwise when you copy the formula to D3 won’t it do the reference to D2???

Filter is an array function, meaning it returns more than one value and spills into cells below. The only formula is in d2, d3 and the rest are just holding the returned values.
If there is not enough room to spill, such as if you had other data in d3, you would see a spill error (#SPILL) in d2.
Most useful part is that as information is added to the filter range, it will be added to the return automatically without the need to update the formula. However, you would need to in the example since new data would be outside the filter range but if you put the source in a table and referenced the data by table name, then as the table expands, new data meeting the filter criteria would be added in column d automatically.
And a cool tip is that you can use the # operator as a shortcut to reference the whole
Spilled range. An example would be you could get a dynamically updating count by using =count(d2#).
For non summarizing formulas, like a lookup, you can do the same thing. Xlookup with the lookup criteria as d2# would perform a lookup of every item in the spilled range and return any matches on as a spilled range.
Dynamic array functions such as filter are really powerful, particularly with the use of tables and allow for dynamic updates without having to change formulas. You can also nest filters inside something like textjoin and put all the returned items into a single cell, or just put it into a count and it will return a count of the items meeting your filter without requiring you to actually display the filter anywhere.
