Each states funded on basis of how much they contribute in gdp of india. Nagaland and many north east states contribute less except assam, because of the mountains region, its hard to start something here specially primary and secondary sector. Just like nepal, their gdp are mainly depend on tourism.....they are not so good in agriculure and secondary sector.
