The 1 and half applies to all. For palazzos, you can do from the kneel down or from the crotch down

I don't put darts on my trouser but if you want, calculate your round bust divided by 8 minus 0.75. whatever it gives you is your dart width. Top stitching means sewing on top of whatever you're using as lining. Sewing very close to an an existing stitch
