Dear, crank bar is not provided for shear resistance, but it is provided to encounter negative moment at the support or any position it needed. Secondly in SMRF design code recommends the spacing btw stirrup at the support should be less than 4in. And at the last, according to the code i never see 135 bending in stirrup of the beam. Thank you.

Crank not mostly given instead extra bars are given in L/4 at top reinforcement to counter shear at junctions
That problem should have been prevented if there was an active site/resident engineer on that construction.
