Isn't +1 all just showing up because it roll 6 mods. That this is the condition where it shows up the most likely. The fossils block everything, but +1 all still rare. Once it goes 6 mods it have no choice but to get you +1 all.
It's nothing really rng right, it's just how this works. It's the same for every +skills stuff, bows or wands or minion wands... or scepters or rune daggers. Block everything, when it fill up is when +1 all show up. Rune dagger have less mods, so maybe it can add +1 all without filling up. Just not super likely. Not sure what are the odds.

Is that how it works? Fossil use determines number of mods and then those mods are filled as possible?

@@jordanmessec5332 Well ok, how it works is once you block all elemental, all physical prefixes. You already cut off most outcomes.
If only 2 mods can be rolled on the prefixes. If it hit just 1 mod, it's almost always spell damage. If it hit two mods, then there is only +1 all spell. Nothing else can show up, so the recipe to roll +2 minion wands for example always end up with 6 mods. Once it is 6 mods, by default it will roll +1 all spell. The other mods that can roll are blocked by fossils cannot roll modifiers.

I have long thought that there must be some reverse weighting with annuls. like, the lower the weight of the mod, the higher it's 'annul weighting'

I don't believe it but it wouldn't surprise me if there were some mods with reverse weighting. The game is complex and everything is not logical and just black and white, weighting and stuff are actually predetermined and set values based on how "good" they are to create a sense of rarity.
Did anyone even debunk this myth? Cuz I guess there are no datacollections that has targeted specific mods with annuls. It would take so much time to do with each individual mod. So until it's not proven, ure not wrong. I like the theory behind it.
