It's a piece of gear that has been awakened. Have to use a Dawning Echo, purchasable only with real money and the gem in that slot must be rank 10 if I'm not mistaken.
That item has been "awakened" with a Dawning Echo, giving the legendary essence on that item an additional boost (% dmg, or % cd reduction, etc). It requires a rank 10 legendary gem. The Dawning Echo costs 1k orbs, though (about $15 USD).
These these things like HQ and WB add up alot. VS has 253 more CR then me from them, might be a pain to find a wb, but it adds up alot and can be done by casual players like me. Gear upgrades are the grinder treshold. Combined with the gems and the rest VS has 800 CR more then me :D. This CR is verry hard to compensate with gear and set gear, my lowest piece has more CR then his highest in the recording and yet has 248 CR more then me :). Ye the main part is the p2w gems, but still.
That would be nice. In the meantime, if you compare 2 of the same slot item, you will see a big difference in their base stats (dmg or life) if they are from different Hell levels.
It takes a while, but you'll get there. And don't spend any more money. Little bits spend don't really get you much. It's only worth spending if you're going to spend like $1.5k - $100k and actually make a difference.
3 dungeons a day will get you a guaranteed legendary set item. Even if you can't use it - you can grind it for whisps to make set legendaries at a rate of 1 per week.

how many dungeons do you have to run to get guaranteed green item? is it 10 or something?
If you mean the pity rule, I think I heard it's 8 dungeons. But just doing 3 dungeons per day gets you a set item from the Codex.

How do you do the helliquary bosses with warband?
You need 4+ warband members doing the raids for it to count. So you and 3 wb members would count.
