The first solution is to create a rule to block the software inbound and outbound of the Windows Defender firewall. If solution 1 is still not working, you should install a third-party antivirus program to disable Windows Defender.
The second solution is to create a new rule to block software on the inbound and outbound of your third-party antivirus firewall. In this tutorial, I'm using Avast antivirus.
