Am American, a well traveled American, and the reason we use commas in lieu of a point is to eliminate confusion of decimal point. Additionally, American English is grammatically the official language of Pilots, Nautical Ship Navigation. For the same reason we don't say ZED but Zee.

That also means that 2.250 or something is a number in the thousands not 2 and a bit. Although you usually only add a dot or comma in very long numbers and not that often for a number in the thousands (I think)
