So I can’t find my Haynes manual but I’m pretty sure the instructions for removing the bumper is correct. The bumper skin bumper crash bar and bumper stand offs are supposed to come off in one piece. To remove it you take out the two screws from the fender like you did. Then you remove the fasteners from the bottom of the bumper. Most of these old cars are usually missing these. Then you remove the two screws from the bumper lights. They are hard to get to you need a really long skinny Philips head and you go in on the inside of the light in the bumper opening. Behind the lights are 4 bolts 2 must be removed completely 2 have to be loosened then the bumper lifts up and off.
