For reducing income inequalities, states have obligations mentioned in the dpsp of the Indian constitution; Article 38(2) and 39 (3)

Summoning is the process of calling all members of the Parliament to meet.

Article 74 president to be bounded by aid and advice of council of ministers.
Initially advice was not not binding .however 42 nd amendment to constitution made it binding in first instance.
However ,44 th amendment gave concession to president .so he can send the tendered advice for reconsideration by council of ministers.
