@@denno3124in order to hold a public position you must have some sort of training which states you have a clean criminal record and pass the most elementary basics of that public office…licenses in some states - accredited in others but they mean the same thing. You are qualified to serve the public at large in a public position/office.

If the top score in reality was only 72.9%, Dolton had a bunch of borderline, inept candidates. All the scores sucked.

That’s what they do. I was 1 of 3 to pass a Sgts exam. 200 questions and it was hard. Highest grade was a 78. 1 year later no one passed so they changed it to 100 questions and no one passed. Then it went to 50 questions and they were all true and false instead of essay and case law. No one passed that one. The city administrator then simply appointed who he wanted without any input from the chief. Departments are lowering the standards that grade school kids could pass and when that fails, they just appoint who they want and can control. U don’t get the best and brightest that way. U get followers that’ll bend the rules for the people who now own them. That’s bad business for everyone. Both Professionally and personally. They give someone the power to majorly change ur life for the worst and can’t b bothered with making sure they actually know what they’re doing. Same with lowering the physical standards. If u can’t pass then find a job that suits ur skill set.

Hannibal please do me a favor and look into her trying to takeover the school board via of installing Holmes as maintenance supervisor and Delgado as legal representative. I truly believe she was attempting to tap into the lottery proceeds. I admit I could be wrong, but I cannot see any other reason to take control. In my opinion the only other purpose would be to falsify accreditations and that is too small for her attention plus the fact that it would not serve her personally therefore not worthy of her time and efforts.

Rumor is some of the Dolton Village Police Officers lacked having a Current Police Officer Certificate. Legally without having a Current Police Officer Certificate they are not supposed to be employed as a Police Officer.
I've been saying it all along most of the officers are unqualified to be one. The best thing the new mayor (Jason Hoouse) and the 4 decent trustees can do is disband the dept, contract with the Sheriff's Police to temporary provide law enforcement until they can reorganize the dept or see if would be cheaper to contract permanently with the sheriff.
This has been happening for years all over!

I’m a retired Detective and I’ve conducted corruption cases. Is it an Illinois law where a Mayor has anything to do with promoting an Officer? Now some Police tests can be multi stage, so some people can pass one part and not another. Unfortunately anything to do with Henyard we know what the deal is. I’m glad that a complaint reached state codes and standards.

For a small agency like Dolton to have FIVE sergeant positions for filling speaks volumes. The town hasn't grown, so these aren't additional positions added to meet the demand. They were in a lurch and had to get officers promoted to sergeant. After the test and points, they realized they had a problem. Most didn't pass the minimum standard. So they went back and added a boat load of points to the applicants, which I don't believe is lawful in the way they did it. What are the commissions rules that are in place as to how many points can be given by the Chief? I seriously doubt THIS many would be authorized. Their second problem was they didn't want to promote this guy. So what do you do? You start handing out points like candy to everyone else to raise their scores. You even give this guy more points so IT LOOKS LIKE YOU WERE BEING FAIR, but make sure when all the additional points are tallied he won't score high enough. BUT YOU ALSO, make sure he lost by a razor thin margin to MAKE IT LOOK LIKE it was a competitive and fair process. This stinks of corruption. Each police and fire commission has a lawyer who is their legal advisor. Did they run this by him/her?? One guy isn't a "commission." IMHO the Dolton staff appears to have violated civil service laws, their own internal policies, and their own ordinances. What a corrupt administration. If the law, policies, ordinances, rules get in your way, just disregard them. Prison for all.

Having unqualified officers in position is frightening. They could end up violating rights, not doing the job correctly and letting criminals off the hook because they didn’t conduct their jobs legally. This is absolutely frightening to the core that these cops are conducting police work. I don’t live anywhere near this place but if I did, I would move out of fear of going through hell just because of incompetence.
