Irene created dragon slayer magic, while igneel is an actual fire dragon. It basically means she was the one with the idea of letting dragons teach people magic, but she didn’t teach the dragon slayers herself, the dragons did.
The fact that Igneel says “ I have faith that you can defeat END” makes me cry
