Gallagher mentions that only an Emanator of Remembrance or Enigmata can create or maintain a dream like Penacony without a stellaron. Penacony was filled with Memokeepers yet none of them were capable of doing something like that so it sort of confirms that Memokeepers are not Emanators. I think Memokeepers have the same situation wirh Fu Xuan where they're granted amazing ability, yet they're not an Emanator
