Hina's general personality is similar to Flandre's in it's general conflict between power and personality. Flandre has the ability to destroy literally anything, but is very upbeat and childish. People assume that her power means she's some destructive maniac, while she's the complete opposite. The same can be said about Kagiyama Hina here. She has the power to manipulate misfortune, which could just as easily be abused. Hina is actually kind and protective of humans, if not slightly neurotic, yet several Touhou characters are. And yes, she manipulates MISfortune. In order to convert misfortune to fortune, she would need help from Tewi Inaba.

And then, I just can't think of in how many ways these women can kill you, from being masterspark'd by Marisa or Yuuka to being sliced n' diced by Youmu to being boiled by Mokou to being outright splattered by Flan. Pretty much everyone in Gensokyo, even the weakest fairies, can easily kill a human. And there's also a bunch of immortals.
Why do you think theres a law against it? The spellcards put up a wall of restraint. Its so they dont murder eachother. Humans are protected by law, not by the spellcards. The spellcards protect the weaker youkai.
Yet with a long slow and "sinister" death, it makes you fear the possibility of finding out the culprit. It makes you suffer both the ailment and the mysterious burden donor. How long are we going to keep this going XD
They might not be bulletproof, but with playing danmaku on daily basis, they will have superb dodging abilities. I wouldn't be surprised if they came out unscathed with a whole troop firing away. Plus, each youkai have different specialties. Like Rumia for example, could distract them with the darkness, making it harder to hit her. Cirno will simply freeze the bullets like in 12.8 fairy wars. Wriggle can just swarm them with bugs, gaps in the clothes mind you, mystia could sing and kill you.

And then it's where their special abilities come to the play. Also, Keine can simply eat historical fact that humans from outside world invaded Gensokyo- and it suddenly didn't happen at all. As long as Keine is notified, humans wouldn't be able to invade Gensokyo. Problem is solved without shrine maidens and bloody conflicts.
I stand corrected in that sort of stance, but HIna can basically torture you from afar by cursing you for eternity with the most gruesome, horrible, caniving curse imaginable. Flandre puts you out of your misery. Hina makes it long and painful.

Since Kagerou just wants to eat you, & Keine is just horrifying. Sekibanki can decapitate herself & clone her heads, just decapitating alone makes her creepy. Yukari can manipulate boundaries, EVERY. SINGLE. ONE. She can basically mess up your mind real bad by manipulating the border of insanity. Okuu can make a huuuge reactor, & if something goes wrong, boom. Etc etc. Wow, every character in Touhou is scary in their own way, lol. Too lazy to keep naming them, lawl.
