I have lived in all three countries. Culturally Ugandans may find Kenyan culture similar. BUT it is very easier for males to find Ethiopia comfortable to live than the females. Ethiopia is very stressful for females and the opposite for males
If you are a foreigner and working for an international NGO, or you are a professional working on a government contract, you can do ok in Ethiopia. I would still choose Kenya over Ethiopia to live and work.
