Along with the Combine that had just started to settle in it makes sense they had a lot on their plate just to keep up with everything; to survive and adapt for the situation for one but also to start building up an underground community which in time would grow in to the resistance. I doubt there was really any grandiose ideas to try and take the fight to the Combine yet, it was too soon after the 7 hour war that took a huge bite out of all of earths population. They were also missing the very the important catalyst, Freeman. They had to start from scratch and we don't know how long exactly they were working on it, but most likely it took them years. The experiment could have been one of the many failed ones. In the HL2 beta it was said the experiment had caused the cat to turn inside out. Barney even said he had had to turn it right side out to make sure it was actually the cat. No wonder he was traumatized.

It’s interesting seeing someone else who’s super deep in the vr ecosystem play this game for once. I had the same reaction of like, being disappointed by the mechanics but loving everything else. They have to do that in movies, too. Mocap data is usually pretty shaky and has waaay too many keyframes to render efficiently.
A lot of Mocap (that's not face capture) has to be cleaned up due to noise or jitter.
