Bottleneck CPU, R5 3600 have slow cores and and interacts slowly with RAM. Upgrading to 5700x3d If your motherboard power supply system allows it or upgrade to 5600 if you have a budget motherboard without radiators on power supply circuits.

i have rtx 3060 ti and ryzen 7 5700g and i get lower fps :)
CS2 does not need more core, perfomence per core 5700G identical 5600, but 5700G have less l3 cache (16MB).

Just downgrade to Windows 10 and you will have more consistent FPS
I had windows 10 pro before that, I didn't see any difference at all.
