It’s powder and if you try to blow it off. It might blow off more than it should. It’s better to just brush it off as shown in the video then mist it.

Can this be used in the home on a living room concrete foundation crack?

I don't see why not. Probably just make sure the room is ventilated, open windows, doors, etc.
