I'm not a penguin expert but w.e killed the first penguin could've been the lung infection and they just didn't know at the time till they checked the second one. if that's the case then maybe it could be do down to housing and air. I heard reptiles could get lung infections too and dropping humidity or rising it could help. maybe try the same to see different results.

African Penguin, there are around 18 different penguin species in the world.
(After closely looking at their beaks I must correct myself by saying these are indeed Humboldt penguins)
