Yeah that code was telling you that the fuse or relay to cut the fan on was not working/blown. A quick 10-15 min fix even tho they probably said they spent 3-4 hours on it. Even testing the fan circuit for current to the fan would of been a 20 mins job max. In short your fan wasn’t cutting on due to the relay and/or the fuse for the radiator fan was blown.
