One option would be to remove OneNote and any other Office products by uninstalling them from Add/Remove programs, then reboot and try downloading/installing again. I have had a few cases where if a partial product is already installed the other components are not added.

Access is available only on Office 2016 Professional and Professional Plus. If you are getting it from your .edu institution, then that also may depend what version your school subscribes and is making available to students.

Yes, if you have the school email .edu and the school is entitled to it, you should be able to download and install it for offline use. See the video for details.

Provided your university has a subscription, you simply need to login with your new account without having to reload it. This is under File and Account on any of the applications.

It works you just have to download them one by one once you logged in with you school email n password you automatically signed in to all.

If the university allows you to install it, you should have an option to install Office just like toward the end of the video.
