I have doubt that
Which kind of State hobbes and lock imagine in social contract
Whether it is based on West phalion model or simple plain command model of ancient type
Or by way of social contract they try to solve the problem of legitimacy of State so that people will obey the state

Both think differently. For Hobbes it was bad and man was wild. Insecurity was top problem. For Locke, no such perception . So, Hobbes goes for Powerful Leviathan and Locke for Limited Government.
