Unfortunately the lifeboats won’t come back, the cranes were rusting at the base shifting the weight to the promenade deck so they removed them all and scrapped the ones which were not privately sold
Three of the lifeboats were retained by the city. That one on the dock is one of them. The plan is to make light-weight fiberglass replicas of the lifeboats to place on the ship; the originals had to be removed because they were putting too much strain on the davits.

Do you need a reservation/ do you need to pay to just walk around on it?
You don't have to make a reservation but you do have to pay admission to board the ship even if you're going to a restaurant.
