It could have to do with them not really being gay or because the actors weren’t allowed to actually engage in anything intimate with each other so it didn’t feel that believable.
I did, when Steven makes that joke about being called sir, they smiled at each other, that was chemistry. But mostly agree, there weren't a lot of scenes with chemistry and mostly it was Luke that sold me on the fact that they liked each other, not Steven.

I loved this show in the 1980s but looking at it now, the acting leaves much to be desired. I don't detect any chemistry between Steven and Luke.
