The reason smoke follows you (given no/little wind) is that the fire sucks in air from all directions, and if you block one of those directions its pulling from every direction except yours, and where you are becomes the path of least resistance for the air.
This guy sealed the pavers with cement, preventing airflow. Use just enough landscaping adhesive to secure the pavers. The gaps between the rough pavers will provide sufficient airflow. Also, you only need 6-8 2” holes about 2” from the bottom of the ring. Same for the top of the ring - on the sides and not the rim, of course.
The updraft created by the air holes and holes at the bottom get the smoke moving upwards at a more rapid pace. This keeps the smoke moving upwards instead of drifting outwards towards you. If the wind blows harder than the updraft, you are still sitting in smoke on the downwind side.
Improve it by adding small gaps between all lower course blocks for the intake air. Add diamond metal mesh against all openings and add 3/4" (aprox.) lava rock to hold mesh in place.
You only need 6-8 2” holes about 2” from the bottom and same for the top of the ring. You should use just enough landscaping adhesive (not cement) to secure the pavers, otherwise the fire won’t be ventilated.
at my first job, some of the guys smoked inside the building. those of us that don't smoke would sit on one side and the smoke would follow us. so we traded places and the smoke still followed us. some one told me, its because we were electrically charged differently and that is why the smoke followed us.

I know this is old, but your burn barrel has no second burn! The fire pit traps hot air in between the stones and the metal ring. That hot air gets shot through the upper holes and burns the smoke.

it will not make a bit of difference. If you burn aged wood, that is dry it wont smoke. That's all he actually did. Smoke rises so it will not go into the wholes he made that is lower then where the smoke wants to go.
Is Quatsch! Ich hab so eine Feuerstelle. Der Rauch zieht trotzdem zu einem, da man einen Windschatten bildet. Mit einem großen Trichter darüber mit einem Rohr dran wird es deutlich besser.

My trash burn barrel has air inlets at the bottom and I can tell you that that sucker smokes up a storm! Maybe it's different but I don't see how.
I know this is old, but your burn barrel has no second burn! The fire pit traps hot air in between the stones and the metal ring. That hot air gets shot through the upper holes and burns the smoke.
