I don't think they''re fermatas. The phrase "but every night, all the men would" is just a 5/4 bar. The word '"come" (as in 'come around') is on beat 1, and from that point forward everything is back to 4/4. Just a weird (and interesting) 5/4 bar placement in the lyric! Count it and I think you'll agree. :)
I’m pretty sure Sonny Bono wrote that song to climb as high in the chart as possible, make a gob full of money, which he did accomplish both of those. But yes, especially for the Roma community.
