Despite the production direction, the composition/arrangement highly follows 00s-10s punk-pop form, and that hesitation you're talking about is huge trope of that genre/era. That obvious inspiration combined with what production-wise is pretty different from that genre/era (both sounding more modern and also recalling some 80s sounds) is kinda what makes this tune so unique and subtly subversive. And also that pause just straight slaps. :)
