You can! Just be careful editing it too much. No, I wouldn't recommend changing the URL. Yes you can! If you think it fits the internal linking structure better, then yes.

Typically you would optimize a post for 2-3 relevant keywords when you're creating it. You know which keywords to use by doing keyword research before you write content.

No that's way too many and that's keyword stuffing. Only 2-3 keywords per article.
