I used to do that too -I just LOVED seeing people slow down and wave or ‘thumbs up’ me. The cops would try to wait me out, but would eventually leave. I would take a newspaper to pass the time. Speed traps solely for the sake of revenue really piss me off.
While I would agree with your sentiment, there is more usually more than one on-duty cop at a time. There are sections of the police for traffic, drugs, gangs, investigations, etc. and this one looks to be policing traffic. The police need money to continue operating, which is why they give tickets for speeding, even if it's a super dick move like this video shows. This isn't "wasting time" to the police.

They are simply Road Pirates extorting money from those who don’t have much of it.

Had a neighbor that the cops would set up in his driveway. He told them multiple times to please stop using his driveway. They continued to use it. So one day he went to the lumberyard, made some signs mounted them on the edges of his property. The signs had big red arrows and simply said COPS! after @ week, they moved dn to the empty parking lot @ 1000' away.

Some cops will even pull you over for following them at their rate of speed if they know they are speeding. I grew up in TN and it was customary to warn people going in the opposite direction by flashing your lights on and off quickly. It slowed down everyone, prevented tickets, and wasn't costing taxpayers a dime. I still do it and live in KY now. I can tell those who understand what it means by the brake lights.

Folded the opposite way they looked like a tissue box, but you had room to put your detector inside of it! You glued a tissue on top for added effect! The detectors were regenerative back then and couldn’t be detected. You turned them on and increased the gain until they beeped, and backed it off a little. Later on they came up with superheterodyne detectors. They actually have a small sweep transmitter inside of them that the detector detectors look for. But high-end detectors are well shielded and are near impossible to detect. Research the “Stalker” detector detector. We tried designing some jammers back then, but they weren’t reliable over different brands of guns. Laser units work differently. They transmit an unfocused laser that measures distance twice over a precise time. Then calculates the speed by how far you traveled over that time. It’s always been a cat and mouse game!

The statute he ticked her under was for failing to dim her headlights. Flashing to signal is a protected free speech activity here. My wife simply paid the ticket though

In Maryland we flash our highbeams at people coming toward a speed trap we've passed. But if a cop sees you flash they'll pull you over

My state "outlawed" radar detectors in cars because they were effective in alerting drivers of upcoming speed traps.
