- Margalla Avenue Islamabad is 33 KM planned road starting from Sangjani N5 to Baraku Bypass Murree Road. construction work of 14KM Margalla avenue from Sangjani to E-11 is completed, Further more 11th Avenue is also constructed 2 Km and It is also connected with margalla road with E-11 Interchange.
CDA have approved 11th Avenue and Link road between Sangjani and M1. Construction work on both new projects yet be started.
I prepared aerial view of this whole project for easy to understand and highlighted some mistakes during construction work.

It is not an expressway or a motorway. It is an avenue in the Islamabad scheme, which is just a larger faster city road. There are many built and planned in Islamabad, one every 2km.
That's why there is no fencing. As there are no service roads developed for the sectors around it, there are no interchanges or U-turns.
The road is not complete on the GT road side so that's why there is no interchange there as well.

@@HasnaatS no 10 avenue will be built between sector 9 and 10 , work is in progress in very slow pace. 11 avenue is built between sector I-10 and sector I 11

Yeah, sometime in the future it will be built. For the time being it will be a miracle they complete the 10th avenue. They have stretched that to 3 years.

CDA works quite fine in sectors, I mean, I don't have any complaints. I won't say Islamabad is a bad place to live. In fact, the institutions work better in Islamabad than any other city.
Bohat dukh hua is project ke halaat dakh kar. abhi ya capital ma hay to bhe ya hall hay. FWO tamam projects ko tabah kar rahi hay or mazay ke BAAT koi Inka khelaaf action bhe nahi la sakta Kyu ka phir mulk ke salamti khatray ma AA jati hay.

They have the capability to work but unfortunately quality of work of this project is below standards
The reality is that our government is near bankruptcy and we don't have the money to undertake these projects.
FWO can work great as long as they are paid timely. This project especially after D-12 has been running on Shehbaz Sharif's guarantee. The balance of the package till D-12, still has 3 billion left, the others have 2+2 billion left.
FWO has built projects in Pakistan none of our other contractors can ever build. Just take the Swat motorway as an example. They built that in mountains, bored two tunnels 2 km long, even added further 6 tunnels when the mountains started eroding faster than anticipated. Thus, they were awarded the further 2 packages, Swat motorway phase 2, and Dir Motorway which is composed of majorly just tunnels.
Why did they build it so very awesomely? Because they were paid upfront with the whole amount.
Alignment of this road is totally faulty and has ruined the beautiful parks and green belts. Extreme poor work and faulty design where there is no connection for E-11 and D-12. Contractor and consultants should be penalised.

That is no fault of either of them. They are provided designs by CDA and they just have to build them accordingly. Its CDA whom should get the blame. But essentially the project was restricted to this limitation because of lack of funds.
All green belts in Islamabad between sectors are temporary. That space has always been meant to accommodate an avenue in the future. Only the green belt where the railway line come through is the one meant to be a green belt to separate I sectors from the rest. At least learn about the city master plan before frustrating over things that are not meant to last.
The road alignment is something that comes out of detailed engineering and survey work, you or myself has no expertise to legitimately pass judgement on it.

@@NadeemDehliObviously, its not something novel. It happens to all modern cities. We can not let these impediments deter our progress and prosperity.
Time will come when we will be able to work on greater goals aside from our survival but to reach that point a lot has to be sacrificed.
Islamabad has a lot of greens. F-9 park 6400 Kanals of green, there is another such planned sector park on the other side of GT Road. Not to mention the 2 national parks with forests. That's already above and beyond many modern day cities.
As for water availability, I don't know which rock are you living under but underground water has long been insufficient for Islamabad. Islamabad has 3 dams supplying water to it. A fourth pipeline is being constructed to supply more from Ghazi Barotha.
Now imagine what is going on in Lahore or Karachi, much much larger cities.
FWO's work quality is very very very poor......You can clearly see the difference between FWO and NLC work on Hakla Motorway. NLC work is far far better.

You can see the quality of NLC work from the ruins of 10th Avenue. The things is both only work when they are paid in full and in a timely manner.
Even now more than 7 billion left for this road, as well as no money has been given for 10th avenue after the tranche for contractor mobilization. That's just how cash strapped our government is now.
@brazensmusings2738 Both are paid handsome amounts, but corruption is the real problem. Don't you know about routine/bribe, etc, paid to contracting authority. As a matter of fact, this bribe/commission is the real cause of delays, poor quality, and mismanagement.
@@AR-fr8br No its not. This bribe is actually something always decided before the bid is made. Meaning the company makes the bid with the bribe amount included. Its always decided beforehand whether the project is supposed to complete or is just something to consume.
Those days when these officials came in the middle of the project to ask for commission or bribe are long gone. It is very systematic now and the contractors are very very strong. Bribe disbursement is ensured and is divided on each payment release.
Only the small contractors can suffer such issues but nowadays they have a way through the big contractors to avoid such.

This Margallah Avenue project was not meant to complete in the last term. Shahbaz Sharif wanted it to complete but CDA didn't. They didn't even tell him till just 3 months before the inauguration date, that the original project till E-9 is not even being constructed.
The two NLC packages the video refers to are actually the ones that represent the haphazard realignment forcefully formulated within a few weeks, when Shahbaz refused to budge. That's why those roads look more like motorways than city roads with their much higher level base and also why they cost a whole lot.
The project has since faced a 7 billion deficit which still has not been disbursed to both NLC and FWO. CDA now hopes to get that resolved in the next budget.

@brazensmusings2738 What can we do? The people in power can do something, but they are also part of it. I did my part to raise my voice against this corruption. What about you?
@brazensmusings2738 Can you stop the contracting authority from corruption? Can you deny paying commission to the concerned department? Can you audit their account and hold them accountable for irregularities? If the answer is no, then there is nothing you can do to prevent this country from being ruined.
@@AR-fr8br A lot can be done. Everybody can embark on a quest to change things and find ways to do them. All western societies even China were corrupt to the core but it was their people who made them better through effort and sacrifice. Not siting inside your home and making only your and your family's life better.
Me? I am doing my part to fix one institution, MCI in Islamabad. The one in charge of maintaining the city. We have found like minded honest people in it and have been successful in forcing adoption of am operations software that tracks everyone, especially the money and eliminates corruption in the lower rungs.
No director, and even many chairmen of CDA have not been able to stop us. But we do face issues every day, like not getting paid. Even though we charge a paltry amount, only good for us to survive but even that is very hard for us to procure.
