My biggest problem with NPC creation is where to cut the line of making only key NPCs having names and back stories vs filler NPCs (commoners/townsfolk/passerbys). My concern is my party will end up engaging dialogue with random NPCs that are just sitting in the pub drinking or browsing in the market/Bazar
I'm no expert but I think for that having a few pre-generated npcs traits and names picked out can help. If players don't interact with them then keep them for the next town and only replace the ones they've interacted with. And I think keep the npc interaction simple. If the person is a fisherman then have them wallowing in their beer because they didn't get a good catch that day and have them not be interested in much else.
