My playthrough actually uses bound weapons and destruction magic a lot. And I hoard spell tomes in case anybody comes to me wanting to learn magic. I also keep my soul gems stocked up, and sell enchanted stuff as a hobby. Edit: And it all started with my tendency to hoard alchemical ingredients. It's even part of my Bosmer's backstory that she is extremely curious and tastes everything remotely edible at least once (and so had to flee from Valenwood after eating a leek, waking up on a cart in Skyrim after wondering "what if I refine this moon sugar" the night before)
People clown on Dragonsreach all the time, but the opening of the game shows you can shut down thu'um users by just rendering them unable to speak. A gag was enough to stop Ulfric from speaking so im sure they could muzzle Numinex, maybe even throw in a muffle enchant to keep him quiet.
NGL this is why a home in whiterun is so expensive that even after saving the city with your life on the line they still have to charge you 5000 ounces of gold to give you a tiny 1000 square foot 1 story with a loft and zero outdoor square footage. Excessive regulation drives up housing costs. That's just how it is.

Ok, so if I'm moving out of breezehome, I'd probably just rent it to some apprentice of mine for a cheap price while Lydia reports to your imperial tool that you call Avenicci in case something does happen with the test room. Yeah, the basement is supposed to be a test room for my arcane rituals so I won't have to go outside the city every blasted day. When it comes to the room exploding, it would be very unlikely to happen and even if it did, it would only damage some old hag with connections to an illegal guild of assassins, the daughter of your imperial tool and some bosmer who sells bows and arrows due to his lack of personality. So in short, in the worst case scenario, we would be looking at couple of dead commoners and a good excuse to rebuild the district better than one of your ancestors who was most likely either insane or just outright stupid when it came to city planning.
And yet, I bet getting planning permission in Whiterun is still a lot easier than getting one in real life. Also, Jarl Baalgruff doesn’t need to worry about inter dimensional collapses either. I’ll be getting in some builders who are fastidious gnomes that can do my renovations in a literally blink of an eye. You think the Dwemer are impressive with their ugly stone facades and noisy clanking machines? Hah! These little bastards can do almost anything you want them to, even setting up a convenient bed & bath that is nicely hidden away in the town wall if I need to escape from my missus and the kids for a while, including a functioning toilet and sink.
