Never apologise if you are being pressured to do so by a mob, or if there's an active cancellation attempt against you. That will end up being an apology of weakness, and a sign to those going after you that you are vulnerable. it will not be accepted in good faith.
However if, after everything has died down, you come to believe that apologising is the right or mature thing to do, then it is often a perfectly respectable course of action. Carl's apology was not one of weakness, as much as people on "The Right" want to call him soygon or a cuck.
Carl said he has changed as a person and he has come to feel that his joke is contributing to a kind of hostile discourse that he doesn't want to be a part of. Thus, he apologised. Jess may choose to reject it, but I don't think Carl has capitulated or bent the knee to anyone or anything.

Presumably he sees it as a necessary action to keep his fledgling media empire going. Especially now that their election night stream had such rave success. Though I'm uncertain whether he's trying to get more peripheral mainstream acceptance, or just to forestall things like Ofcom trying to knee-cap him completely.
