Zenodo is a fine place to publish reports or code - anything you need a DOI for.
However, data should be findable to someone who does not have the DOI and is not aware of the data. Someone who is speculatively looking for a certain type of data collected in a certain place at a certain time should also be able to find your data.
This is not possible if you publish to Zenodo. Data published to Zenodo are not FAIR.
