My personal headcanon is that it _is_ Xen. It teleports things between their origin dimension and itself to kill things, kind of like Cream from JoJo's. Black Mesa was set up near an island, or the debris formed into one. Xen creatures survived there because the environment is technically hospitable if you're the luckiest species in the universe.
The reason I liked the HL2 Beta was because it seemed to take advantage of the fact you were brought into this new world / environment completely shrouded in mystery. There are so many beings in the Beta which are completely unknown, their origins only mysteries and I loved that. I loved the fact even the NPCs themselves acknowledged these beings as mysterious alien forces. The combine sort of does that, but the beta really did have a bunch of creatures completely shrouded in mystery, more so than the final version of the game. It really puts the player in a very uncomfortable spot of not knowing what to expect and only following their instincts which I adore.
"If only we could communicate with it, with a force like that on our side, that could be a powerful ally" I can tell from that line, that you were originally going to be able to recruit the particle storm, like how you recruit the antlions in the final version of the game

Probably was just a random Valve employee before they hire actual voice actors. Not different of the pre release voice lines of Wheatley in Portal 2 which were made by an animator.
I wish Valve could make another Half-Life game from this story, with American East coast style C17, Air Exchange, the wasteland, Combine draining oceans, Captain Vance and his forces, Eli Maxwell, Weather control, the Consul and more.
I kind of like the mystery here. Demystifying everything has truly ruined many great things, the sense of mystery about the particle storm is great. The vagueness and unknowableness makes it memorable.

Bro, of course the Particle Storm was not inspired by the Anomalies in Metro. Half Life 2 came out in 2004, and Metro 2033 (the game) came out in 2010, six years later. Furthermore, the books were inspired by the novel Roadside Picnic, which also influenced the S.T.A.L.K.E.R. series.

What Valve should do is write a book and publish it about the full original story of Half Life 2. They could include information in it about the old mysterious creatures as you read, and tell you about all the events that happened between Half Life 1 and 2 that lead to the current situation. Then, maybe a couple months or so later, the book will be adapted into a movie or even a full-on game.

Most of the HL2 Beta stuff was cut because they felt the story/game was to bloated/long (like with the Air Exchange and Borealis chapters), a lot of the NPCs and Xenians you'd fight in the Beta to they just thought weren't that fun to fight against (like the Wasteland Scanners or Sackticks), and they also thought a lot of the weapons were repetitive to (there really was a ton of assault weapons in the Beta). But a lot of us would still really like to see it

HL2 Beta actually feels like a Post Apocalyptic and Futuristic City, and the Retail version feels more like if the Combine just reached the Earth.
