I APPRECIATE THAT I WENT A LITTLE OVER THE TOP WITH THIS NICE POLICE LADY AND AT THE TIME WHEN I WAS PUT ON THE SPOT AND THE ADRENALIN WAS SURGING THROUGH MY VIENS I GOT A TINY BIT AGGRESSIVE...IM NOT USUALLY LIKE THIS AND IM USUALLY QUITE POLITE. BUT IN THE MOMENT THIS IS HOW IT TURNED OUT.
1 the Communications Act 2003 makes it an offence to install or use a television receiver to watch or record any television programmes as they're being shown on television without a valid TV Licence (ACT NOT A LAW, YOU ONLY NEED A LICENSE FOR LIVE BROADCASTS)
2 All of this content -- and the television channels, radio stations and online spaces where audiences can find it -- is paid for by the licence fee, allowing BBC's UK services to remain free of advertisements and independent of shareholder and political interest.
We aim to collect the fee efficiently and fairly in order to deliver value for money for licence fee payers. In 1991 collection costs came to 6.2% of the total fee collected. By 2009/10 we had reduced this to 3.5%, allowing more money to go towards new content and services.
The Government has now frozen the fee at £145.50 until the end of the current BBC Charter period in 2016.

BTW, just found out what a "tv license" is. I always thought that parking enforcement were the saddest most disappointing failures of life until I learned that grown men and women harass people at their homes for TV licenses.

When I lived in UK, I had a TV set that I only used to watch DVDs. When the TV licence people came around I told them that I have a TV set but I never watch it and I am not letting anyone into the flat to look around because the burden of proof is on them if they think I am lying. I never heard from TV licence people again.

She must have been new on the job. A more experienced officer should have realised that the TVL cretin had wasted police time by making a groundless complaint in a juvenile attempt to get back at the householder.
What she's doing is harrassment, what the TV Licencing corporation does is harrassment. Filming someone who comes to your door & harrasses you is....

Nice one, I cant remember the last time I actually watched BBC 1 or 2 and am certinly not going to pay for that privilage, and a police woman that admits she doesn't know the law whats this country commin to ??
If a TV license guy turns up at your house and asks to come in. Say, no thanks, slam the door in his face. He has to present a full warrant obtained from a court, and for that, he has to provide reasonable evidence that you are watching TV without a license. If he can't prove it by something such as a photograph of a TV in your front room, he won't get the warrant.
She seemed very reasonable actually, although it's amusing that the TV licensing person would call to make a police complaint and waste money and time doing so.

No, the point is that there is no LAW that you have to have a TV license.
At least she was calm and fairly polite about all this, I have had a few bad experiences with police just for walking home from work.

You're right about the filming though. You can hardly be said to be causing harassment if you're filming people who have come onto your property without explicit authorisation from you. Following someone around with a camera in public might be harassment, despite your right to film in public, but if you're static and they come to you I can't see how they can claim harassment.
That was SO much more pleasant than a similar interaction with the police would be in almost every situation in the US. There is a lot I wouldn't like about living in your country (including the TV license), but that polite and respectful police woman would be a dream in the US.
It was funny to hear her admit that she didn't know the law she was essentially trying to enforce. That's typically an easy admission to extract from a police officer if you can think one or two questions ahead.

She categorically stated if you have a TV you need a TV Licence. She obviously does not know that you only need a TV Licence if you watch live television. We use TVs for far more than live broadcasts.

Kudos to this officer for keeping her cool like that. I can imagine why the tp got aggravated. If the police is at your door, most people will have some adrenaline pumping. You stood your ground well.

Ilve got antenna on roof, but it's not connected toTV that's the one thing. It's out of use.. Second thing. I'm using TV just as monitor to my Xbox video game console. So I'm not paying tv licence since years. am'I right ?:)
I think you're lucky to have such a reasonable local cop.
I've haven't had a tv licence of about 9 years now and that's despite owning two televisions. The law is quite clear in that if you use these pieces of equipment purely as "monitors" to watch videos or dvds, then you do NOT have to have a tv licence. Any non live, pre-recorded material can be played through them and there's nowt they can do about it. Of course I get the odd inspector now and again as they foolishly think we can't survive without modern programmes. Ha ha, you must be joking!
I doubt that he wanted to make a scene. Why would he? I suspect all he wanted to do was sit at home minding his own business and not be hassled by a corporation demanding money from him for a service he does not want or use. How dare they? Well done for standing up for your rights is what I say! Couldn't help feeling sorry for the police officer though :-)
Taken from the TV Licensing website....(You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast. This includes the use of devices such as a computer, laptop, mobile phone or DVD/video recorder)....the emphasis being on 'as it's being broadcast' so you can legally own a TV and watch DVD's and videos etcetera without having a valid TV license, as long as you do not use it for watching or recording anything 'as it's being broadcast'.
Excellent stance. She was struggling to keep her voice from cracking near the end. You did raise your voice a bit, however I assume you're not a professional journalist, and there is no decibel limit on speech. Her intentions were good, however she did need to be educated as to her actual responsibilities as a law enforcement agent. Keep up the good work.
Great video. If ever the police come to your home to "merely ask you something", politely tell them they are being recorded on two separate devices and you'll find their "questions" polite and not a total exercise in time wasting.

I do not own a television, DVD player, set top box, etc and i get my "viewing" through the internet (netflix, Iplayers, onDemand etc..) relayed onto my whitewall via Projector.. SHOULD i pay for that?
i pay: The Post Office for my landline, Tesco's for my internet and netflix for my subscription..

Do you use the iPlayer or something similar to watch any shows as they are broadcast?
On-Demand services do not require a TV license, but live broadcasts do.

I have a TV for games and DVDs but don't have it plugged into an aerial. I've told this to a licence inspector person around 3-4 years ago, while also mentioning that I'm fully aware of my rights, was getting annoyed with the constant threat letters and that I have no intention of ever letting them into my property. The licence inspector told me that was fine. He made a note of it in their records and said I wont be bothered again. So far, so good. No letters, no visits. :P

no he isn't breaking the law unless a nationally broadcasted TV channel is being 'VIEWED' (or record) on his premises with his full knowledge of this. As far as I know, he has not admitted to anything like that, nor is there any evidence to suggest otherwise!

Unbelievable that corporations can use police for this sort of bullshit. They should be fined for wasting police time. It's like some salesman would call police, because you refuse to buy what he is trying to sell to you.
She seemed to have handled this situation really well. At least try to be respectful, not because she's a cop, but another human being just trying to make some change to feed her family.

Yeah you were a bit harsh with her. I feel a bit sorry for her and she's obviously very nice, but it's an educational video so it's worth it.

Actually the words you can use whenever TV licencing come to your door is this " I am withdrawing my implied consent for you to be on my property " That means that if they open your gate and walk up the path and knock on the door they are effectively trespassing and can be asked to leave. If they then refuse to leave You can call the Police and ask that they be removed as they are committing criminal trespass. Regardless

Do what i do when buying a tv. You give them a fake name and address. Every time you buy a tv from any store, they send your information to the tv liscence company. I bought my flat screen from tesco's 5 years ago and i when they asked me for my name and address, i gave them false info. i havent had tv liscence visit me once. Problem solved.

absolutely amazing i had no idea about tv licenses. it shocks my conscience that you would be required to pay a license every year to watch over the air transmissions. or do i have that wrong.

Poor lass wasn't sure of her ground. All she had to say was to the effect of:
"Sir, I have received a complaint that you are causing alarm and annoyance to a member of the public by following him whilst appearing to film him without his consent. This could be construed as Harrassment and a Breach of the Peace. Can you please explain to me why you are doing this?"

What? Of course they should. A surgeon does not omit things from their learning and implementation of that knowledge, why should the police. I am not talking about ancient laws, but current enforcable laws should be known.
