If the offensive player hits a defender when he has chosen a "blocking stance," then that is a "Charging Foul" against the Offensive player.. "Blocking & Charging" are 2 terms that you will hear a lot in basketball. They are basically opposite fouls for offense and defense.
If a player is just standing there as James dunks on them, it’s because they realize they have 0 chance of blocking the shot or stopping him from scoring because James has such a physical advantage, and their only chance is to try to draw an offensive foul on him. And yes, the clock doesn’t start until a player touches the ball.
They're trying to draw a charging foul. It's only a charging foul if the defender has both feet planted and their feet and torso are facing the offensive player. They're basically not allowed to move and just have to let the offensive player charge into them.
