Excellent info on Garrison, outpost & halftrack placement, however since the whole game was played with low nodes all usages of Encouraged and "Generate ???" were transfers (spending one resource) to get a different resource. Critically all but one usages were at a loss (more resources were used than they got back) - hence the commander would have had more of all 3 resources, if he had not used the Encouraged or "Generate ???" abilities at all.
I like to challenge myself with a lack of resources. I am okay to play at a disadvantage. Resources were allocated to where I needed them and not always towards ammunition.

One thing I'll say is try and hold the comms button down a little longer. Not sure if your information was really understood half the time
