What else can citizens do when both state and federal governments allow Energy Transfer Partners to continue the flow of oil when they haven't ever completed an Environmental Impact Statement? An EIS is a requirement of both Iowa Utilities Board and US Army Corps of Engineers to even get approved to build a pipeline. Yet now ETP is working on doubling the flow of oil through DAPL without compliance. Who's the domestic terrorist?!
