You keep referring to glue but began by saying mod podge. So do you mix the two? Why not put your first layer down with wrong side facing up (which would be the inside) then the second layer, right side up which would be the outside. Four layers seems overdone and leaving the foil leaves me nervous..
The instructor only used mod podge. As for the layers, you're welcome to try it your way, but this is what has worked for us in the past. possible if you do it the way you suggest that the foil won't stick.
For heaven’s sake, turn down the music! I can barely hear the talking. I like this project. I have tons of Christmas fabrics and I think I’ll make a sample bowl and see if it would be doable for a senior citizens class.

What size of scraps
We used lots of triangular pieces of scraps, some small squares.
Silicone bowl for a base. Mod podge n glue wont stick
